  • Introduction

    Background

    Ever since proposed by Perry and Wise (1990) in the 1990s, public service motivation (PSM) has risen to become one of the most important research strands in public administration.

     

    The extant research has mainly examined the antecedents and consequences of PSM in Western scenarios, with scant attention afforded to testing their theoretical applicability and empirical validity in China or from a comparative perspective. As a corollary, cultural-specific antecedents and behavioural consequences of PSM in the Chinese context seem to be understudied (Liu, 2019; Wang and Xiao, 2022; Mussagulova & Van der Wal, 2021).

     

    On this note, laying bare the localized PSM concept(s), developing measurement tools based on Chinese historical culture and modern governance regime, and identifying discernible antecedents and behavioural consequences of PSM in the Chinese context are of great necessity and importance, eventually contributing to the improvement of the cross-cultural validity of PSM studies.

    Workshop

    To this end, the Department of Public and International Affairs of the City University of Hong Kong will hold an online academic workshop, titled Workshop on Public Service Motivation Research in Comparative Contexts in Spring 2023 to promote comparative PSM inquiries. The main themes explored in this workshop include, but are not limited to, the following:​

     

    1. The localized PSM concept based on the traditional Chinese culture and modern governance system

     

    2. PSM measurement tools and their validation from a comparative perspective

     

    3. The antecedents of PSM from a comparative angle

     

    4. PSM subdimensions and administrative behaviours in the Chinese scenario

     

    5. Interdisciplinary approaches to PSM research

    Peer Review

    Papers written in English will have the guarantee to be reviewed by the Chinese Public Administration Review, with those passing muster to be published in a special issue exclusively set aside for this workshop. Papers written in Chinese will be recommended (with priority) to the Journal of Public Administration (公共行政评论) for publications, enjoying the benefits of a fast-track review process.
